Any city has its low-lifes. No matter where you go, you can always find the wrong kind of people willing to do the wrong jobs for the right price.

Whenever organized crime takes advantages of the existence of such thugs, they turn from pretty street-crimes to much more dangerous activities, and can quickly undermine and eventually control a population center.

The Organization has always used thugs to further their operations. Now that The Operative is running things, the aggressive deployment of thugs has had a significant impact on the city of Megalopolis.
